Where an Unexplained Wealth Order is made and the order is not subject to an appeal, nor discharged, the property recovered and confiscated shall vest in the Agency. It should be noted that that an Unexplained Wealth Order is a civil power. GGIR allows the State to apply for an Unexplained Wealth Order by way of civil proceedings in an action where the burden is on the Respondent to account satisfactorily for the unexplained wealth in question on a balance of probabilities. The Agency may amend an application for an Unexplained Wealth Order at any time before the final determination of the application by the Judge in Chambers where reasonable notice of the amendment is given to every person on whom the application has been served. Where the Board has reasonable grounds to believe that a person has unexplained wealth, it shall direct the Agency to apply to a Judge in Chambers for an Unexplained Wealth Order for the confiscation of that unexplained wealth. This dynamic relationship caused a need for balance between each force, or the world could become chaotic. 2 It was the relationship between yin and yang which kept all aspects of the universe set in motion. Yin was the feminine, dark, passive, and cold energy in the universe, while the masculine yang was characterized by brightness, activity, and warmth. 1 These energies shared opposing qualities. It was believed that the creation of the universe blossomed from the separation of these two principles from an empty void known as Wu Chi. In Chinese philosophy, the two forces yin and yang are defined by each other and are equally important to the balance of the world.
